Aggregate Audio bug in Tiger?

I tried to create an Aggregate Device in Tiger using Utilities/Audio MIDI Setup application. I want to have iTunes broadcast to both my office desk speakers (connected via headphone line out jack) and my Griffin RocketFM FM transmitter (connected via USB port) so I can hear sound in two rooms simultaneously.

I've created the aggregate device and I can hear individual white noise during testing of each left and right channel on each speaker set, but when I select the aggregate device to be used as the output in System Preferences' Sound control panel, only the headphone line-out connected office speakers work.

Am I missing something? I've set multichannel, Quadrophonic sound in Audio MIDI's Configure speakers. Why does one speaker set work, and the other is silent, if I can test each speaker individually in the Audio MIDI Setup application?
