Can anyone recommend a FCP pluggin to do this? Or should I just take the footage to a video house to get it done?

Thanks.

Well, I don't know how good the results are, but you can just create your FCP project in the destination format (NTSC, I guess) and then place your imported footage. It'll convert it on rendering.
