Is there any difference between CD-R/CD-RW disks labeled as "music" and those labeled as "data" or just plain CD-R/CD-RW, other than how they are marketed)? Can I burn a data CD using a "music" disk, or make a music CD with a "data" disk?

There is no difference. Just marketing.

EDIT: Actually, you might need to use "Music" CD-Rs if you are using something other than a computer to burn them. See: http://www.hotlib.com/articles/show...._Difference%3F

Somebody told me that some very small payment is made to the music industry whenever "music" CDs are sold. Not sure if this is true or was ever true in the past.

I believe that is correct.

As far as the discs themselves: the "music" discs have a small tag on them that tells standalone audio CD recorders that it's an approved disc. Standalone recorders won't record unless the tag is present. Data discs lack this tag.

Computer CD recorders do not look for the tag, and will record any kind of content to either type of blank disc.

Originally, "music" discs cost more. But now they usually sell for the same amount, and for owners of standalone audio CD recorders, it's handy to know that the music discs are "universal".

The only difference in "Music" CD-R, and any other, is "Music" I think it's like 10 cents goes to....I dunno some part of beaurocratic Supposedly for musicians, Record Companies, composers, etc.
This was a compromise, you KNOW the RIAA, the wanted a fee on ALL, so the middle was just on "Music" labels.

Yes, Toast, iTunes, Disc burner can burn Data, Audio to either...and how YOU personally feel about the tax on "Music" ( dunno what they cost, but part goes to...them ). It seems the artists don't get much anyway, if you like 'em, and they are broke mail musicians a check! :-)

Common question actually...
BUY AAPL STOCK! It will be going WAYYY UP!
