FCE fails to import audio because of Quicktime (for some reason) not having the capability to demux audio from an MPEG. (Yes, it plays it, but doesn't export it.)

The solution is to use MPEG Streamclip to either a) convert to DV straight off, or b) convert audio to aiff and add to your FCE timeline.
