How to enable the Cut tool in Audacity?

How do I enable the Cut tool in Audacity 1.2.4? It says that it's "disabled", whether I'm trying to work with an mp3, OGG, or AIFF.

If it's not possible with Audacity, are there any free apps that will allow me to cut/splice parts of audio files (mp3 especially)?
A process known as distributed computing helped map the human genome.

Now it's being used to find cures for cancer, ALS, alzheimer's and other diseases.

Sure. You take the Audacity app, burn it to cd, then you throw the freaking CD out the window and use a real app.

Seriously.

Well it's working for me so far. However, if I were in a frivolous enough of a mood to burn a CD for the sole purpose of wasting it, and was looking for an alternative audio compositing app, which one would you suggest is "real" enough? Something freeware/shareware, I hope.
