Does anyone know if I purchase QT Pro, would I be able to change the settings for the Toast VCD export codec? It is just frustrating to make these VCD's at medium quality...

whats up with that?

Nope. I've been messing around with just that for a week and Apple blew it. Apple orginally promised MPEG-1, MPEG-2 and MPEG-4 support in QuickTime 5 but it never appeared in the Preview or the final version (except for MPEG-1 playback). Apple now says they will all come in a future update. When Apple includes MPEG support we should be able to save (or "export") Toast-compatible files for VCDs.
