Sounds like they didnt know either..
An "editing bay" in my book (from experience at a local news station) is an _area_ set aside for editing video, including a few monitors, decks and a controler at the very least. In the station I worked for, they had 8 editing "bays" each one about the size of a large walk-in closet, plus a few other specialized areas for more complex editing.

An editing bay is a work area set up for video editing. It generally consists of a bunch of equipment that works together -- it's not any one thing. Depending on the nature of the work, the bay could have a computer (with appropriate software and third party boards), TV monitors, video decks, specialized video monitors (waveform monitors, etc.), time base correctors, etc. Usually editing bays are built by people who buy the components separately or by a reseller who has selected different components that work well together.
Think of it like a greenhouse -- all greenhouses do the same thing (grow plants) and have some common elements (lots of windows), but beyond that there's a tremendous amount of variation.
If you want to see a place that has recommended bundles that could be used in an edit bay, check out ProMax.
