How can I convert a movie file that is currently in bin & cue format to one that I can burn as a VCD?

Under OS X, you can burn bin/cue files directly....

You can use GNU vcdtoolsX to extract the MPEG file out of the .bin file, and then, depending on whether the extracted file is MPEG-1 or MPEG-2, either burn the file straight to disc or package it with another part of GNU vcdtoolsX before burning with Toast.
