I realize that the movie was done with zooming video, but I've got a bunch of 1600x1200 photos I'd like to do the same effect with, and since they're huge, I have some room to scale them with. Is there a program - preferably an iMovie plugin - that can do such a thing?

I do not think that Apple will ever give iMovie this type of functionality as it would cannabolize FCP sales.

Then how do you do it in FCP?

Load a clip in the viewer, select the Motion Tab, set desired keyframes and values on the scale parameter, then place clip on timeline. Rinse. Repeat.

Sounds like Virtix's "Zoom" iMovie plugin is what you're looking for.
