Anybody have any experience in encoding MPEG-1 files other than in
Cleaner 5? Anything better out there?

Better? I don't know... Cleaner has nice features (especially it's bitrate control). I use Toast's VCD export as an alternative. It's OSX native where cleaner is not, but it doesn't have the control I'd like.
