max performance for premiere

Ive got a bundled copy of Premiere, hence no instruction manual. When I scrub along the time line in single frame view, i seem to get dismal rendering as a couple of frames appear, then i wait while a few more render. Very slow indeed. and this is on a Dual 800. I cant afford to go out and buy a copy of Final Cut, and cant justify it as I do very little editing. What can I adjust to get the peak performance, ie, disk cache, etc. Dual 800, 1.5 GB Ram, 80GB (WD?) stock HD, 45GB IBM HD.
