Premiere 5.1 and maintaining aspect ratio

	I have the OEM version of Premiere 5.1 so have no manuals. I have a wide screen video that I want to place in a 640x480 box with black strips to place on a VCD so itll compress to the right proportions but when I output, even tho I click on maitain aspect (and it displays with black borders), it outputs stretched to the full size. Help!
