Why wont Cleaner 5 Make Good MPEGS?

I have been using Cleaner 5 to produce MPEG1 files from DV footage and it will not produce a playable MPEG unless you use the EXACT VCD NTSC settings and have VCD Compatible checked.
If i create a MPEG1 file with a lower datarate (therefore making it not a true VCD) the file will not open in QT player in OSX. In OS9 it will crash the finder about 1/2 the time and then open the file, and the other 1/2 of the time it will lock the machine.

I have tons of other MPEG1 files from several other places on the internet that play just fine.. and several of them are with the datarate I want, so i know it QT can play them.

Is cleaner just that buggy and wont produce reliable MPEG1 files?

anyone have any ideas on how to make an MPEG1 file with an overall datarate of 110K/sec?

That's odd. I've rarely had Cleaner spit out a bad MPEG at any data rate. Occaisionally I will get an mpeg that will seem to lock up QT, but with some patience I can close the movie and continue. When that happens I just re-endoce the mpeg. That problem is not datarate sensitive.
