Yes there are a bunch of programs that can perform this function, two of which are Adobe Premiere and BTV Edit. I recommend BTV Edit -- it has good time lapse and a bunch of other nice features (such as frame averaging). Also BTV Edit is shareware ($25 US), where as Adobe Premiere is not ($549 US).
