Setting up VIDEO_TS folder w/o DVD burner?

Let's say I have DVD Studio Pro. I just want to create the VIDEO_TS folder out of some MPEG-2 video I just encoded and distribute that folder on CD-R (or any other medium). How might I go about doing this?
