what is the best program for editing sound files

i would like to be able to take a sound file (either .wav, .aiff, .mp3, or a system sound) and kindof cut and paiste them... obviously i am not talking about copyrighted material, but is there an app that does this?

quicktime pro will allow cut and paste of sound files.
