I haven't been able to start my local webserver when I select PPP in the TCP/IP panel as my connection method, AND am not connected. I wonder if this is possible. I'm trying to make a local network with my PC, but do I have to switch between the two connection types or can I use them simultaniously? And... if that's possible, how do I do that?

As far as I know, the current Mac OS is unable to do that. You'd need to switch. I'm not sure if IPNetRouter can solve your problems, but its a pretty useful networking tool. You might want to try it out.
