option and shift keys ain't workin

thought I'd post a problem with 9.1 for a change.
can't assign functions to option and shift (alt) within the 4x4 evolution game. Anyone else have a problem with these keys in 3rd party apps (I'm sure I read something somewhere...)

Installed a previous version of the keyboard control panel, trashed the preferences to this and it still doesn't work. anyone?..
