Folder Protection options in General Controls panel are dimmed out

Using Mac OS 9.0.4
I'm wondering why the options to activate Folder Protection on the System and Applications folder are dimmed out, I wanted to protect those folders.

Apparently, those have been superseded by the Multiple Users setup.
Pretty dumb if you ask me.

This can happen if the folders have been renamed...

'System Folder' and 'Applications' in the root of your HD. I imagine moving them would have the same effect.
Although mine are named right and in the right locs and its disabled for me too...
