Sound keeps resetting after restart

ok, i remember this was a big problem when OS 9.1 was first released- whenever i start up my computer the volume resets itself to the default level. i want to keep it very quiet, this is getting to be very annoying.
has anyone found a solution to this problem yet?

If your system will support it, I suggest you upgrade to 9.2. The suddenly loud startup soud problem will go away forever!

When I want to keep my iMac quiet, I'll either: - Plug in a pair of headphones
- Plug in a jack splitter (to completely silence it)
Those things work for me.
