OS 9.1 or OS X $$$$

I noticed on Apple's website that OS X is bundled with 9.1. Why are they charging for $99. for 9.1 if it comes with OS X @ $129 for both.
I called and asked if I could get X for the difference (I just bought 9.1) and I was told OS X doesn't exist yet and someone has to pay for the cost of the new system software.
Am I the only one or is this strange logic?
Just wondering.
