9.2.1 installer CD rigged to fail

Installing using the customize option with 9.2.1 installer CD that is labeled 691-3185-A appears to fail because it erroneously leaves out the Mac OS ROM file.

The install will complete but the computer (867Mhz G4) will sit there with a blinking question mark. Startup disk will not really see the system folder. That led me to discover the Mac OS ROM file was left out of the installing core system software option.

In addition, the option for installing control panels is missing entirely from the list.

A full easy install works fine.

Has anyone come across this issue with this particular CD?
