How do you setup the iMac so that seperate users can have different desktop pics . Without having it change back to the original after logging off.

I know this is an issue on Mac OS 9.0 and that Apple says they are working on it. I haven't tried it on 9.1 though. Which version are you using?

If the user has privileges for access to control panels this will work -if I'm understanding you correctly. Each user just selects the desktop they want, and it changes to it when they log in.
