without ANY other changes to my hardware / software, I used IE 5 to download the iTools installer and let it use Explorer as the browser to connect to the iTools site and....
1. I'm out of the endless download loop, and
2. Can connect to my iTools site with both IE and Netscape after it was initially configured with IE.

Conclusion:
IE is clearly becoming the browser of choice for more and more web based tasks.

I am glad it worked for you. I would have never thought a couple years ago that I would choose IE over netscape but here I am still using IE. I was hoping that Netscape 6 would be a good program but I have been disapointed with it... which is too bad because I used to be a huge Netscape fan too. They better get their act together or we will have a monopoly on our hands.
