I have a locked folder. I have gone to get info and it does not give me the option to unlock it. I have also gone to general control panels and nothing is locked. Any help would be appreciated.

There is a utility you can use to unlock files and folder and it is called File Buddy.

You can get a shareware version of it by going to my page at http://members.xoom.com/_XMCM/langua/index.html and click on the link to the files page.
