I am having difficulty accessing shared folders over an NT based IP network with my iMac. I get a master network neighborhood that shows up but can't figure out how to get down to the subdomain. All I get is a timeout or server not responding.

Even IP-based networks on the windows side are not really IP based. There's still some Windows-proprietary hardware working there. Which means that macs can't see windows networks without 3rd party software. Some good ones are DAVE and PCMacLAN. In your case you'd probably want to use DAVE, or some other macos-based client.
