Umm, it doesn't do much...

...and you can find out what those few differences are by looking in the Mac OS forum, which is where this is getting moved.

Downloaded 9.1 Update the other day.
Installed with no issues, until I rebooted.
Much slower on start up with my machine.
Internet connection through my cable modem slowed to almost a crawl (not sure if any OT was affected or not)
Kennsington Optical Mouse did not work in Quake, ONI demo or any other game that I tried.
All other apps opened slower than with 9.04
I tried just about everything with the mouse, latest drivers, accelerate your mac had a forum running and addressed mouse issues, but no luck.
So.....last night I did a clean install of 9, updated to 9.04 with new firewire etc....and now I am happy again....mouse works great, internet flies again...almost T-1 speed right now.
unless someone shows me why I need 9.1, I am going to stay with -04
G-4, 450 with AGP, DVD Ram, Zip, 256 meg of ram

Temp folder is now emptied properly.
Gets us ready for OS X.
Wake from sleep doesn't work.
PCI USB card (in B&W) doesn't work.
Disk Cache = 32MB allowed.
Changes to disk driver and boot process.
May require using full install 9.1 from CD

It seems to boot faster, run smooother and snappier.
Drive Setup 2.0.3
"System Wrapper" bug fixed.

9.1 also fixes a bug in 9.0.4 where the systems 32-bit icons weren't being displayed on monitors set to thousands of colors. I installed on my Performa 6360 with Sonnet Crescendo/L2 G3 upgrade card with nary a problem. I've noticed a definite speed-increase, esp. when switching between apps, apparently because the process manager is now native.
