My mother is still running OS 8.6 and iTunes 2 requires OS 9. Does anyone know if iTunes 1 will run under 8.6, and if so, where I can download a copy? Thanks.

Nope, OS9...

Why don'tyou install OS9 on your mom's Mac?
It can be much faster than 8.6 in some cases

iTunes 1.1 is downloadable from ftp://ftp.amug.org/pub/amug/amug-files/apple/itunes-1.1.sit.hqx

There's a patch you can look for on http://www.versiontracker.com that will enable it to run on Mac OS 8.
