604e processor speed

I recently upgraded my Mac 7500 running OS 9.04 to a 604e 233MHz processor. The Apple System Profiler shows the speed as 233, but TechTools shows it as 199. If TechTools is right, can I increase the speed to its rated 233?

Many of the third party utilites that are used to gauge processor speed are somewhat flakey sometimes when it comes to older processors. I'd try out the Sonnet Technologies utility and the NewerTech utility to see what they say as well.
