the powermac is an 867mhz dual g4.when I turn on that machine, I always have to set the time and date, why?

in fact, I run the cd that check any hardware problems and it say thats everything is fine. I thought it was the pram battery or something, but it appears not to be that.

why I have to set the time and date everytime I turn it on?

Another user not familiar with SEARCHING! This is a known OS X 10.2.4 bug and AFAIK it's not yet fixed.

Not necessarily, you probably fixed a dozen old bugs and got a dozen new bugs
I think I read something about that on the Apple knowledge base, maybe you'll find help there.
