Since we're talking about a PC video card I'm sorry I have to tell you that it's not possible.
If ATI ever releases an ATI Radeon 9100 MAC Edition then it will be possible, however I don't think ATI is ever going to do that since they already have a Radeon 9000 MAC Edition.

It likely wouldn't be possible even if they did...since the 8500 flashing fiasco ATi's taken some pretty thorough steps guarding against using PC cards in a Mac. I'm fairly sure that the 8500 will be the last card where it's possible to do that.

You might be able to flash a 9100 with an 8500 Mac firmware. Many PC types flash 8500 cards with the 9100 firmware.
However, I wouldn't recommend it, because they aren't identical cards, so it may not won't work right, if at all. Indeed, many of the 8500-->9100 flashes on the PC side have led to strange inconsistent glitches.

What steps have they taken? See above re: 8500-->9100, and several have "converted" Radeon 9500 series cards into 9700 Pros simply with a firmware flash (although that specific 9500 design is no longer produced).

I don't know exactly what steps they've taken, obviously, but since PC 9000's aren't flashable and PC 9700's aren't flashable, and the ATi guys on the XLR8 forums have made it very clear that it is now difficult to impossible to flash newer ATi cards, it seems safe to assume they've done SOMETHING. And not even the l33t3st of the l33t on the Mac flashing scene have been able to do anything about it, so I'd discount flashing as a possibility in the future.
Re-reading your post...to clarify, PC cards don't seem to be flashable with Mac firmware. I can't speak for PC firmware. Maybe PC nerds are just...nerdier...than Mac nerds?
