iMac won't boot

I changed the hard drive in my older iMac (Rev A upgraded with Harmoni 500) and it will not boot. I was in the process of reloading OS 9 and X where the problem arose. OS 9 loads fine but when I restart I just get the blinking ? because it cannot locate the system folder.

The hard drive is a 6gb Western Digital. I noticed there is a jumper setting for a 40 pin connection (it was set to that) but I have it set for master. Is there a problem with the drive or should I try a different jumper setting?

Could it be that the drive needs to be set as cable select? I had it set as a master. I hate to tear it apart again unless I am sure.
