In Macworld Aug 03 p.58 Title "BUILD A MAC CLONE" This is about how one can build a G4 and save a lot of cash, with medium difficulty.
Will this apply to building a G5 ? When might parts be available?

Maybe in a year or two we'll see G5 chips in the hands of Powerlogix/OWC/Sonnet etc, but you'll also need to get that 64bit MOBO.
It would be great to be able to build your own Mac, too bad Apple didn't offer a HeathKit type deal. IMO I don't think it'll be possible to roll your own G5 for years to come.
