I am having some difficulty with the above mentioned computer. Is it even capable of being booted into target mode or booting from an external FireWire drive? I can't get this to work for the life of me and I figured I would ask here before I get lost in Apple's Knowledge Base articles.

Sadly no, Yikes G4s use the same motherboard as B&W G3's and can't use target disk mode. Im not sure about an external firewire drive, never tried this, but I just used a good old fashioned crossover cable when it came to transfering files on it... Good luck!
