Powerlogix G3/900mhz runs slow

I have installed a Powerlogix G3/900mhz cpu in a B&W G3 w/756MB RAM, OS-9.2.2, and using CPU Director 1.1f1 as required. The DIP switches are also set as required w/J2, 3, & 5 turned on. The cpu is running at 650mhz according to CPU Director. Does anyone know what's wrong. I've written to Powerlogix support and have yet to receive a response. Not that there's anything wrong with 650mhz. It's better than the 400mhz it came with, but I'm missing 250mhz I paid for and I want to know what happened to it.
