My friend baught a new eMac yesterday. He is a youth leader for his church. He wants to know if he burns a photo CD on his eMac will his youth members with PCs be able to read them?

Yes. They should read them fine.

As long as he doesn't burn it as a Mac only disc with Toast it should be fine. Burning from the Finder will create a cross platform HFS/ISO9660 CD. Ask him what program he's gonna use.

He will just be dragging them to the CD on the desktop. He will then burn the disk. What program does Apple use?

That's burning from the Finder, it'll work fine.
