Boot from a Mac OS X install disc and it will let you change the root password. The option should be in one of the upper menus.

You bought it used? If it was new, it's the password you type while following the steps in the first use of your computer. Never forget it.

If you just bought the computer used and haven't done anything with it yet, you probably don't care about the data that is on the hard drive. I would recommend booting from the Mac OS X CD-ROM, reformatting the hard drive, and installing a clean copy of the OS. That way you'll have a system that works well, and hasn't been F'ed up by any buggy kernel extensions or whatever that the previous owner might have littered their system with. Oh, and you'll get to set your own password.
Be aware that doing this will erase everything on the hard drive. But since none of it is your data anyway, this probably doesn't matter. The seller really should have formatted the drive before giving the computer to you, IMO.
edit: oops, didn't see that you don't have the install disks. That blows... I guess you can boot into single-user mode (command-S at startup) and type the following commands:
fsck
mount -uw /
cd /var/db
mv netinfo netinfo.bak
rm .AppleSetupDone
reboot
This worked in Jaguar - I think it should still work in Panther. If it works, it should cause the Setup Assistant to come up and let you set up a new admin account.
You really should get a copy of the Panther install CD's, though.

First, stop panic.
Second, you put it in a wrong forum.

Never buy a used Mac without getting the original MacOS CDs/DVD that came with it.
Looks like you're going to have to buy MacOS X 10.3.
It's probably a good idea as this will give you a system disk to fall back on should you have any problems with your Mac.

May i start by saying thanks for all the help, managed to sort it good ol decrypter gotta love the ol stuff .To the cynics no its not stolen (technically i suppose stolen from my exwife) its reclaimed. So to those who have nothing better to do than insult people maybe you should be in pogo games rather than a help forum?? Anyway thanks again:-)
