hit the ctrl and the eject-key simultaneously, it gives you a dialog where you can select from 'Restart', 'Sleep', 'Cancel', 'Shut Down'. Then just press R and the machine reebots.

Thanks for the reply Jens. Question was asked cause my cordless mouse decided not to work for some reason and I wanted to reboot instead of shutdown with the keyboard. The following will give you a reboot without any dialog: control - command - eject.
Add option to it and you will shutdown with no dialog box, at least these both work in 10. 2 and higher but do not know about 10.3.
