Can't unlock a file!

I recently downloaded a file from a file exchange program. However, when i got the file, It was locked. Now it can't be removed from my finder, and it's becoming rather annoying. I can't drag it to the trash, move it to another folder, change the name, it can't be altered in any way shape or form. Is there anything I can do, or is it there to stay?

Have you highlighted the file and gone to file>Get info?

In the box that shows up you can check and uncheck the lock button.
