New PowerMac G5: Sale subject to agency approval?

I just go to Apple Australia online store to check the Australian pricing for the new PowerMac G5. I have noticed under the Dual 2.5GHz model it list the following:

"Sale subject to agency approval"

Now, I want to know what does it mean, and what agency is required to approve the sale of top model PowerMac G5??

In Hong Kong, we get the grammatically nasty "Pending for agency approval".

Quite which agency is anyone's guess. Didn't they have a similar issue way back when with the first G4s?

the AirPort express had *Pending regulatory approval for the Canada site...

Yeah, but the strange thing is, why only the Dual 2.5GHz model is "Sale subject to agency approval", but not the Dual 1.8GHz or Dual 2.0GHz??

Generally it is due to the faster static ram intake capacitor on the faster chips.
