It seems to me it is. Does anyone know for sure if any changes were made (or none were made)?

I'm not sure it is actually. If you go to the Apple store, a PCI-X gigabit ethernet card is a BTO option for the dual 1.8. Would they be offering that if the 1.8 didn't have any PCI-X slots? Just a screw up or is the board actually different...

I noticed that too... think it has to be a mistake on Apples part... the machine has no PCI-X.

New dual 1.8s use DDR400 RAM, whereas the old single 1.6s used DDR333 RAM.
While I suspect the motherboard of the old 1.6's could have been tuned to use 400MHz RAM, this may suggest that there are at least some differences between the old and new non-PCI-X motherboards.
