CD/startup issues on iMac G4/700

I have an iMac G4/700/Combo drive, with OS 10.2.8, that...
• takes FOREVER to start up
• will not read any DVDs
• will sometimes freeze when mounting CDs
• runs slowly in general (it only has 256 MB RAM, but it used to run better)
Any reccomendations short of a total reinstall of Jaguar? I would have updated to Panther a while ago, but it won't read my install DVD. Are the combo drives in these things known to break? Would that cause the machine to turn to crap in general?

Well, do you do any sort of common maintenance like repairing permissions, and all that stuff?
256mb RAM is too little for anything...
The freezing when mounting CDs... are we talking audio or data CDs? And, what kind of freeze, Kernal Panic, or spinning beachball in the Finder?
Do you have DiskWarrior?

booted from a firewire DVD burner I bought last week for my G5, worked fine
Cd drive seems to be going though, will probably replace.
