Does the B&W TV Out work with S-Video? Do I need a converter or something, cuz it's definately not S-Video. Looks like some funky serial cable.

There is no S-video or TV out on a B&W PowerMac. What you are probably looking at is the old ADB (serial) port which is for keyboards and mice.

Well, these B&Ws have it. VGA, "TV Out," S-Video in, RCA In.

Just pulled the card out. It's an ATI XClaim VR Pro. Looks like someone installed it.

ATI's Support page says it supports "Enhanced" S-Video. Guess I need that.

Maybe I read it wrong. Anyone here have an XClaim VR Pro card with a "TV Out" ?

Oh gods, it's a special connector for an optional XClaim TV "Breakout" box that converts the one port into a S–Video/RCA Audio.

There was a special education-only AV version of the B&W that shipped with that graphics card instead of the regular Rage 128. It came with various adapter cables.

Right, what you're looking for is not a breakout box, but a short cable that has the odd connector on one end, and splits into female composite and S-Video connectors on the other end. My Xclaim VR 128 uses the same one. I don't know where you'd get one though.
