how do i STOP unsolicited DOWNLOADS on my G5?

I'm connected to a network DSL at the office and
every now and then the small download screen
pops up on my G5 saying "preparing to download"
some unknown file, i think initials "lhp" i will cancel
this when i see it because i don't know what that is
but it will come back in a few hours.

how do i set my Mac to not allow any downloads
without explicit permission?

What application are you using when you see this download dialog? What are you doing when you see this dialog? We need some more information.

We need some more information.

general internet surfing via Safari.

The file is called "lpp" and is 4.0 KB

Where would I locate "automatic update?"

I don't know if there is much you can do. This has happened to me a couple of times, and it is usually a VB file (probably some kind of spyware or adware for PCs). It seems to be random websites, usually ones with more PC oriented content I have found. Nothing bad can happen (since we aren't on PCs), it is just an annoyance.

Unfortunatly it is "valid" html (or javascript), so there generally isn't much that can be done.
