I wanted to note my experience with a dual 2.5GHz G5 here. I've read of people having lots of problems with the processors on these machines.
I had a machine that was brought in that did absolutely nothing at all when you press the power button on the machine. The power button didn't even light up. I checked voltages to make sure that the power supply was putting out the 5V trickle voltage and to make sure the power button actually worked.
As I was unscrewing the screws that hold the processor module in place, I found that ALL EIGHT of the mounting screws were loose. Reseating the processor module fixed this machine's problem.
So, the dead machines that appear to need new processors may just need the processors reseated and screwed in place.
Note that this is just one machine, but it's also 100% of the machines that I have seen.

They don't test these before they ship out ?

Technically, this machine would have likely booted properly before it was shipped; however, the loose screws would have caused the processor to slip in shipping causing it to no longer boot on arrival.

True, and I hope that is what happened ...

Ayup. They boot off a CD and run a complete set of diagnostics on every machine before it ships.
When a careless assembler forgets, and leaves the test CD in the drive, it's pretty obvious they go through this

IMHO, the 2.5GHz machines seem like a quasi-rev. A machines (given the newness of the processor manufacturing process at .9 micron and the liquid cooling system).
However, I wouldn't turn one down if someone gave one to me
I'm perfectly happy with my original dual 2.0GHz'er.
