I bought a Hitachi SATA 400gb drive and installed it in my new mac. I can see the drive recognized under hardware setup but it is not on the desk top nor can I select it for my scratch disk for Final Cut. Do I need to do something other than connecting it with the sata cables and putting the safty catch down?

Go to Application, Utilities, Disk Utility

On the left panel, select your new hard drive, then on the right upper portion, select the partition tab. Check to see if you already have any exisitng partition, if not, click partition (WARNING: THIS WILL DESTROY ALL EXISTING DATA IN THAT DRIVE)

After that, the drive should show up on the desktop

being that it's a new drive... I'd "0" format it too... it's gonna take a while to do, but well worth the trouble free operations that that will yield.

Do you mean 0 partitions?

No I meant 0 formated... When you do the disk erase, there is an area where you can select options... select 0 format, it zeros out the entire disk.
