It's a 733mhz which he recieved from a family member, but it doesn't work.

He plugs in a monitor, keyboard, mouse, and power.

When he presses the power button he gets a Finder icon on a blue background, which then switches to a question mark. What does it mean? Hardware problem or OS problem?

It probably means the system can't find a valid system folder on the hard drive. Either the system folder has been deleted, corrrupted, etc. Or the hard drive's been removed.

You should be able to reinstall the OS to the hard drive and be all set. Do you have a system software install CD that came with the computer?

I will try that. I don't think he has an system restore discs though.

The least you need to do is boot from an OS 9 system disk (preferably 9.2) and use that to select a system folder to boot from. Then reboot

no but an osx install disk will.==
