eMac Display anomaly. What's causing it?

My friend bought a 1.25 Ghz G4 eMac. At first, everything seemed fine but then he noticed an issue with the display. He called me up and I went over to have a look at it.

The center of the screen is perfect, as is the focus. However, radiating out from the sides of the display are curving bands of "stretched" pixels. The bands look like runs in a stocking. It appears as if the pixels are being stretched vertically. Icons or windows near the edge of the screen appear scratched. It's a subtle effect, but it's much more noticeable under certain colors, especially dark blue and grey.

He's going to have the eMac replaced, but I was wondering if anyone knows what would cause this kind of anomaly. The Apple tech at the store refused to speculate.

I think this effect might be what is called "moire." Is that a normal aspect of shadow mask CRTs or a flaw? I looked at three other eMacs at the store and they all exhibited this display "anomaly" but all to differing degrees of severity. Could it be that the displays are jostled or damaged during shipping and the CRT gun is knocked out of alignment slightly?
