A couple questions for current or former owners!
a) Is it silent/quiet?
b) Approx. how big are/is the motherboard and power supply?
c) What's the cheapest Vid Card that will allow TV Out?

No, it's pretty loud. It's a pretty normal tower size, or a full size desktop case (there were two forms). No idea on the video card. Also, note that beiges won't run 10.3 officially (and not very well at all unofficially).

Good luck from an owner of a Beige G3/266 upgrade with a G3/416 MHz CPU and Rage 128 videocard

cheapest video card w/ tv out is the Radeon 7000, ~$100 new or $60 on ebay

No, it isn't silent. I never had a problem with the noise, when it was sitting on the floor beneath my desk. It's slightly louder than my G5 SP 1.8, though not as loud as the G5 when all the fans are going full blast. Like last week when my two year old discovered the power button.

I'm not at home right now, so I can't comment on the dimensions of the components. Niether the motherboard nor the power supply seemed unusually big or small to me. The AV personality card, on the other hand, is a monster.

As for AV Out video card, others have commented on newer ones, but the original AV card has video out - if you're running OS 8.5 (or whatever it was that shipped with it.) The video features don't work under OS X, unfortunately.

The motherboard is micro-ATX size, like an A4 sheet of paper, and the PSU is standard ATX size in the Minitower version (I think its larger in the Desktop version). Minitower has 2 fans - a 120mm case fan and PSU fan, the former could be modified to 5 or 7V for quietness - otherwise noise is average, not too bad. I have a Radeon 7000 in mine which gives TV-out.
