I just noticed that the lower cpu fan on my rev. a dual 2.0 Power Mac spins when I start from a cold boot but after a few seconds it stops all together. Is it normal for the lower fan to be off. BTW- I'm referring to the two fans located in front of the processor heatsinks and above the memory banks.

Whoops, bad fan. That fan should always be spinning, minimum 300 RPM. It is a CIP (Customer installable part). See http://docs.info.apple.com/article.html?artnum=26279

Replace it right away! You can overheat a CPU if it doesn't have a cooling fan. My guess the exhaust fan is still running so it get some cooling, but I'd replace it ASAP.
